Strategic thinking requires having in mind the final picture of the solution while administrative thinking is simple, it only requires following predefined steps: 1 +1 = 2
Strategic thinking implies adaptive actions which by definition are complex. It requires being able to envision a result and choosing the best solution to achieve it: 2 = infinite possible solutions.
Maximal strategies imply going beyond the boundaries and require strategic thinking. Minimum strategies happen within the boundaries and can be developed using administrative thinking.
